(A) All Assam Chess Championship(Age groups, Women and Veteran)
The All Assam Chess Championship - 2009 will be held at Karimganj District under the aegis of Karimganj district chess Association.
The selection of boys and girls will be in separate discipline. The selected players of each category will represent Assam in the National Chess Championship.
(B) Men's Open International Rating
The 33rd edition of Inter District official tournament “All Assam Chess Championship” will be held at Karimganj District under the aegis of Karimganj District Chess Association.
The tournament will be a Rating one and the Top 4 (four) position holders of this tournament will represent Assam in the National 'B' Chess Championship.

Prize Distribution
For the selected players of Age group(except Under-7 boys & girls), Women and Veteran disciplines, the Prize distribution ceremony will be held on 28-12-2009 from 09:00 hrs.
For the selected players of Men's Open (International Rating) tournament and the Age group Under-7(Boys & girls), the Prize distribution Ceremony will start at 17:00 hrs on 03-12-2009.
Eligibility
The tournament is closed among the affiliated units and recognized academies of All Assam Chess Association. All affiliated units can send 4(four) players, whereas recognized academies can send 2(two) players to the tournament with normal entry fee.
The top 4(four) seeded players in each discipline for Age group, Women & Veteran and the top 15(fifteen)seeded players for Men's Open (International rating) of previous year are eligible for direct entry at normal entry fee. There is a provision for donor entry. However such entry must be routed through affiliated units or recognized academies.
All the affiliated units and recognized academies must clear the affiliation/recognition fees. Moreover the Host district or academy can send twice of the number of participants to the events. In case of Girls, Women and Veteran, there are no restrictions on the number of participants.

Registration

AACA registration fee for the year 2009 is compulsory for all the Participants. The Registration fee of AACA is Rs. 200 00 (all events).

AICF registration fee is compulsory for all the participants of Men's Open (lntl. Rating) events. The AICF registration fee is Rs. 250.

All the affiliated units and recognized academies must confirm their list of players on or before 24.12.2009. All the Units/Academies are requested to bring their own flags and banners with them.
Accommodation
As the number of competitors are expected to be a big one, the organizing/Reception Committee can not provide mattresses to the participants and their guardians. However, free dormitory accommodation will be provided to all participants and their guardians.
The participants and guardians are requested to bring their own Mattresses, Bed rolls, Mosquito nets etc.

Tournament Appeal committee
A five member tournament/appeal committee will be formed at captain's meet from different district units with two reserved members to look into the grievances and complains of players during the tournament.
Tournament Rules
System of play: The tournament will be conducted as per up to-date FIDE Laws of Chess and FIDE Swiss system. The time of each round will be 90 minutes with an increment of 30 Sec. per move from move no 1. In case of tie in the final standing the latest tie break rule will be adopted and that will be under the discretion of the chief Arbiter.
Protest: Protest, if any, against the decision of the chief Arbiter shall be made in writing with a protest fee of Rs. 500/- within 30 minutes of the occurrence of the incident. The protest fee will be refunded if the appeal is upheld.
Disciplinary Action: No player shall withdraw from the tournament without formal application to the Chief Arbiter and his consent thereof, otherwise such player(s) would not be allowed to participate for one year in any tournament organized under the recognition of AACA. Further he/she would be debarred from representing the State in any National Level Chess Championship held for one year with immediate effect.
Interpretation: For interpretation of rule(s) and deciding any point not covered by the rules, the decision of the technical committee shall be final and binding. The technical committee reserves the right to make any addition or amendment in such rules without prior notice. How ever, such changes will be appropriately displayed.
